Marketing Forum of Vidarbha Industries Association had organized a presentation cum live demonstration on “National Mission on Government E-Marketplace (GeM)” at VIA Auditorium, Nagpur.
Mr Sadashiv Survase, Jt Director of Industries, Mumbai threw light on State Procurement Policy and two bid systems. He said Government of India has developed and operationalised a portal for public procurement by all the Central & State Govt Organisations & PSU’s with an aim to bring in transparency & accountability in procurement. Although during its operation in less than 2 years various mile stones have been achieved i.e. No. of Products registered – 4.25 lakhs; No. of sellers registered – 1.30 lakhs; No. of purchase organizations registered – 26,000; Transactions done – 6.81 lakhs worth Rs 10,500 Crores; Saving of Public Money – 25%. However, there is need to create awareness among its users both sellers & purchasers.
He said the objective of National Mission is to promote inclusiveness by capturing various categories of sellers & service providers (viz. MSME, Start-up’s, SHG’s, small traders); Increasing registration of various purchase organizations/offices; Increasing efficiency, transparency & accountability in public procurement; Digital India – Cashless & Paperless transactions; Ease of purchasing goods & services and to get feedback from existing users to improve the portal.
GoI is conducting a National Mission is on GeM portal from 4th Sept to 15 Oct 2018 with an aim to create awareness about its usefulness, increasing no of registration of sellers & purchases, make it more inclusive & adaptive to the requirements of users.
Mr Survase said 421 items are reserved for purchasing from MSME and non-reserved category i.e. 20% to MSME and 4% SC/ST, if they qualify. Decentralization purchase with no human interference process proceeds.
Mr Ashok Dharmadhikari, Joint Director of Industries, Nagpur Region informed about the 6 weeks’ special drive, the mission launched at state headquarters by Chief Ministers and covered important sectors and flagship programmes, launch of IEC campaign along with training on usage of GeM for buyers and sellers, buyer registration drive to on board government agencies and vendor registration drive with special focus on MSMEs.
He further explained as per GR says that items available on GeM need to be purchased from GeM. If payment not received then supplier’s jurisdiction is taken under Delayed Payment Act. GeM is good platform for MSMEs and no EMD and registration fee is required, if the unit is registered suppliers. The main aimed at sensitizing the market both suppliers as well as buyers.
Mr Nikhil Patil, GeM Trainer in his presentation explained in detail about the GeM and Why Buy on GeM? End to End System from Registration to Payment, Option to provide multiple consignee locations and quantity after authentication; Provided options for search, compare, select and buy facility; Multiple CRAC to be generated on the basis of the invoice generated for one order; Up-to-date user-friendly dashboard for buying, monitoring supplies and payments; Offers rich listing of products for individual categories of Goods/Services; Order Process redesigned for ease of use; E-Signed Documents; Provides transparency and ease of buying and Bunching for products is available for Bidding.
He also gave a demonstration of how to register and create seller’s account. He said that it is always better to completely fill up the information required to avoid future dilemma.

The Program was conducted by Ms. Shikha Khare, Convener, Marketing Forum. Mr Akash Agrawal, Chairperson, Entrepreneurship Forum proposed a formal vote of thanks. Prominently present was Ms Rashmi Kulkarni (LEW Member). This programme received an overwhelming response and was attended by young entrepreneurs, students, businessman, retailers, Industrialists in large numbers.
